For small business liaison officers

Teaming and subcontracting

This page is written for the person who has to defend a subcontracting plan. It states what ForthLogic Solutions is, what it is not, and where it fits on a commodity supply line.

Section 01

What we bring to a subcontracting plan

ForthLogic Solutions supplies commercial products and commodity services as a subcontractor on supply line items: office and administrative consumables, industrial and MRO items, commercial off-the-shelf IT hardware, medical and laboratory consumables, electrical components, and routine facility support. Scope is deliberately narrow. We do not offer engineering, software, integration, or professional services, and we do not bid work we cannot execute.

On a plan, spend directed to ForthLogic Solutions can be reported against small business and small disadvantaged business goals, subject to your own verification of our SAM.gov representations at the time of subcontract award.

Section 02

Socioeconomic status, stated precisely

  • Small Business

    Self-certified in SAM.gov

  • Small Disadvantaged Business

    Self-certified in SAM.gov

  • Black-Owned Small Business

    Ownership representation

No other status is held. Specifically: no 8(a) participation, no HUBZone certification, no service-disabled-veteran-owned or women-owned small business status, no third-party minority business enterprise certification, and no GSA Multiple Award Schedule. Self-certified statuses are representations made in SAM.gov and are not third-party certifications.

Section 03

Section 04

Compliance posture

Exclusions screening

We maintain an active SAM.gov registration and represent that the entity and its principals are not presently debarred, suspended, or proposed for debarment. Prime contractors are encouraged to verify exclusion status in SAM.gov before subcontract award and at option exercise.

Limitations on subcontracting

For set-aside subcontracts, we assess FAR 52.219-14 and the applicable limitations before accepting scope, and decline work where our performance share could not comply. We do not accept scope structured so that another firm performs the work we are credited with.

Nonmanufacturer rule

On small business set-asides for manufactured items, we operate as a nonmanufacturer: supplying the product of a small business manufacturer where required, or identifying the need for a waiver in writing before bid. We do not represent ourselves as a manufacturer.

Teaming inquiry

Contact the teaming point of contact

Send the opportunity, the line items you need covered, and the NAICS assigned. We will respond with a plain statement of whether we can perform the scope compliantly.
