Accessibility statement

Conformance target

This site targets conformance with the Web Content Accessibility Guidelines (WCAG) 2.1 at Level AA. That standard is also the basis for Section 508 of the Rehabilitation Act, which applies to information and communication technology procured by federal agencies. We describe this as a conformance target rather than a certification: no third-party audit has been performed.

Measures taken

• Text and interface contrast is checked against the 4.5:1 minimum for body text and 3:1 for large text and interface boundaries. Amber is used for rules, fills, and large display text on light backgrounds, never for small body text.
• Every interactive element is reachable and operable by keyboard, with a visible 2px focus indicator at 2px offset. Focus outlines are never suppressed.
• A skip-to-content link is the first focusable element on every page.
• Semantic HTML with landmark regions, one h1 per page, and heading levels in order.
• Tabular data uses real table markup with scoped header cells and captions.
• Form inputs have persistent visible labels; placeholders are never used as the only label. Errors are described in text and programmatically associated with the field.
• Images carry meaningful alternative text, and decorative graphics are hidden from assistive technology.
• Motion is limited to short fades and small offsets and is disabled entirely when the operating system reports a reduced-motion preference.
• Layout reflows to a single column on small viewports and remains usable at 200% zoom.

Known limitations

• Wide code and reference tables scroll horizontally inside a bounded container on narrow screens. The container is keyboard focusable, but horizontal scrolling may still be inconvenient at small widths.
• Documents attached to or downloaded from this site, including any capability statement PDF produced by a browser print, may not meet PDF accessibility requirements. An accessible alternative format is available on request.
• No independent accessibility audit or VPAT has been completed. When one is completed it will be published here.

This statement is based on internal review of the site against WCAG 2.1 Level AA success criteria, including keyboard-only navigation, contrast measurement, and heading and landmark structure review. It will be revised as the site changes.
